To my understanding, Weselton does not exist by name in our universe. However, since Arendelle draws upon inspiration from Norway, Weselton could possibly be based on Sweden, which historically has been a close trading partner of Norway. Of course, you'd have to speak with the creators of Frozen for a more valid answer. Hope this answers your question somewhat.
I'm glad you're interested in expanding the information on this Wiki. Unfortunately, Once Upon a Time isn't canon with Disney's Frozen in spite of having identically-named characters. That being said, you are welcome to make new articles about the characters. But any OUAT information should not be present on the current articles unless Disney ever confirms its canonicity.
I don't remember the exact source, but Jennifer Lee has stated somewhere that while the producers of Once Upon a Time did consult her with their Frozen arc, she acknowledged it was entirely different story and just their adaptation. I'll try to find out where I heard this but that pretty much guarantees it has no affiliation with the film aside from borrowed characters.

Your last one was the most comprehensible to me so I will answer it, assuming you are asking how the characters of Frozen would react to seeing the Hunger Games take place. I've never read the books or seen the movies but I know they're essentially violent tournaments to the death.
I'd say Hans would passively sit by; there's enough evidence in the movie to suggest he has sociopathic tendencies so the sight of killing would not bother him in the slightest; I'd daresay he'd partake in it if he had something to gain. The Duke would probably be shocked but so long as he isn't a participant, he could care less. Anna would probably rush out and try to stop it from happening, prompting Elsa and Kristoff to intervene as well.
I initially felt we could have Once Upon a Time material here, but I have since changed my mind. As we've discussed, Once Upon a Time's story is not canon the the Frozen franchise, which this site focuses on. As such, I no longer think it would be appropriate to have pages for the Once Upon a Time variants of the characters.
I can't give you a definite answer, but if I had to speculate, it could be because planning a coronation takes awhile, and as such, it was a few months late.
Also, in reality, many monarchs have two birthdays because celebration in winter can be marred by bad weather, so royals born in winter will have their actual birthday and an official one in summer to make it easier to celebrate.
Yes, bad weather can make a coronation less than welcoming, so even if Elsa turned twenty-one a few months prior, the real world connection suggests she may have an official birthday that's recognized in the summer months to facilitate attendance at such a ceremony.
