The deleted scene "Evil Elsa" was deleted by Frozen's creators because Elsa's outlook is not much evil looking anymore. That being said, the animators had to scrap the project due to a new favorite scene created by the songwriters: "Let It Go". With it in the picture, the designers decided to completely change Elsa's look as to being more carefree than Periwinkle (Tinkerbell: The Secret of the Wings character who possesses the same magical abilities as Elsa) based. Disney ultimately had general ideas of Elsa's many evil variations of character, however most of the traits of her character were not added in the final cut.  

Synopsis

Prince Hans sends two men to go up the North Mountain, owned by Elsa, to find Princess Anna. Elsa finds them and asks them who they were sent by. The soldiers say that they were sent by Hans, and Elsa asks them why he sent them if he loves Anna so much, and he wouldn't come up himself. They pause, and she guesses that he is raising an army. They still don't talk, and she squeezes the truth out of them. They get forced out, and they admit so. They also find out that Elsa is raising an army as well.

Jennifer Lee: Hi, I'm Jen Lee.

Chris Buck: And I'm Chris Buck, and we are going to take you though the deleted scenes from Frozen. Sometimes scenes have to be cut for one reason or another and we'll try to explain as we go. And the first one we've got is Elsa being a villain. And we had a version - several versions - where she was a villain the whole way through. But we pulled back from that because we found that she was way more interesting if she wasn't just a villain, so, take a look.

Two soldiers are traveling up the North Mountain on horseback, however the blizzard winds are still blowing and they have trouble. A small blanket of cold wind approaches the two, and knocks both the men off their horses.

Soldiers: Oh! Ugh...whoa, wha? Whoa!

Elsa approaches them, showing that she is the one controlling the force.

Elsa: Evening, gentlemen. Why are you on my mountain? 

Soldiers: We were sent...to look for Princess Anna.

Elsa: By whom?

Soldiers: Admiral Westerguard. 

Elsa: [Shrugs sarcastically.] Aww, ho-ho. Of course. Well, why didn't Admiral Westerguard come himself? Since he loves her so. 

Soldiers: Well, he...he.. [Both their faces look discouraged to continue.]

Elsa: He's busy raising an army?

Soldiers: [The two of them gasp. Elsa freezes the controlled winds and one of the soldiers blurt it.] Ugh! Yes! Yes! Your majesty! 

Elsa: Aww, hm. What a coincidence. 

Soldiers: [Both of them gasp.]

Evil snowmen: [They all shortly cackle in unison.]

Elsa: Never underestimate the power of snow, and ice.
